iPhone storage full but iCloud has space? Why it happens

Short answer

iPhone and iCloud storage are separate allowances, and with iCloud Photos on, one video can use both. Optimize iPhone Storage keeps full-size videos in iCloud and smaller copies on the phone, so it frees phone space only. A compressor can free phone space only for videos that are on the iPhone.

The short answer

Your iPhone and your iCloud have separate storage limits. Free iCloud space doesn’t add room to your phone, and a full phone doesn’t mean iCloud is full. With iCloud Photos on, one video can take space in both places: its full-size file in iCloud, and a copy on the phone. So start by finding out which copy is filling your phone. Then decide, video by video, whether to keep it, make it smaller, copy it off the phone or delete it.

The iPhone storage full of videos guide covers the whole choice. This one explains the iCloud side.

Key Takeaways

  • iPhone storage and iCloud storage are separate allowances. Free iCloud space gives the phone no extra room.
  • With iCloud Photos on, one video can take space in iCloud and on the phone at the same time.
  • Optimize iPhone Storage keeps full-size videos in iCloud and smaller copies on the phone. It frees phone space, not iCloud space.
  • Optimize iPhone Storage needs room in iCloud. A full iCloud means it won’t help.
  • Deleted videos wait 30 days in Recently Deleted, so the space comes back only after that album is emptied.
  • A compressor can free phone space only for videos that are on the iPhone. Videos that are only in iCloud need downloading first.

Why iPhone and iCloud don’t share one total

Apple’s iCloud Photos page says it plainly: “Photos and videos that you keep in iCloud Photos use your iCloud storage and your device storage” (Apple Support, Set up and use iCloud Photos, published 14 September 2026). iCloud holds the full set of files. Your iPhone holds whichever copies your settings keep. A single video can count against both allowances.

That explains the mismatch. Your iCloud plan might show 40 GB free while the phone reports 600 MB, because the phone’s copies are what fill it. Both numbers are right. They measure different places.

Two separate allowancesWith iCloud Photos on, one video can count against both. Free iCloud space adds no room to the phone.

Paying for more iCloud doesn’t change the phone. An iCloud+ plan adds space in iCloud only. iPhone storage is set when you buy the phone, so a bigger plan doesn’t make room on the device.

How to tell which side is full

Two screens answer the question. Settings › General › iPhone Storage shows what the phone holds. Settings › your name › iCloud › Manage Account Storage shows what iCloud holds. Open both and compare.

If Photos is large on the phone and iCloud has plenty of room, the phone’s copies are the problem. The fixes are on the phone: choose a setting, or make the large videos smaller or move them off the phone.

If iCloud is nearly full, the problem is iCloud. Optimize iPhone Storage won’t help there, and deleting in a full iCloud carries the risk covered in step 1 below. The choice then is a bigger plan or fewer full-size videos in iCloud.

What Optimize iPhone Storage keeps on your phone

Optimize iPhone Storage is the setting behind most of the confusion. Apple says that with it on, “full-resolution photos and videos are stored in iCloud,” and “space-saving copies are stored on your device” (Apple Support, Manage your photo and video storage, published 1 October 2026). Apple also says the setting is on by default when you use iCloud Photos, so check it rather than assume it’s off.

Apple’s page describes the smaller copies as what the phone keeps when it needs room. It gives no timetable, so you can’t predict how fast your phone will change.

The other iCloud Photos choice, Download and Keep Originals, works the other way for the phone. The full-size files stay on the phone as well as in iCloud, so the phone holds the most and makes no room. Apple’s iCloud Photos page calls the Mac version of this choice “Download Originals to this Mac” (Apple Support, Set up and use iCloud Photos). We couldn’t find the iPhone label on Apple’s pages, so check it on your phone.

The two iCloud Photos settingsWhat each one keeps on the iPhone. Under both, the full-size videos stay in iCloud.

Optimize iPhone StorageOn by default with iCloud Photos

  • Full-size videos in iCloud
  • Smaller copies on the iPhone when it needs room
  • Frees phone space as needed
  • iCloud use stays the same

Download and Keep OriginalsThe whole library on the phone

  • Full-size videos in iCloud
  • Full-size files on the iPhone too
  • Makes no room on the phone
  • iCloud use stays the same

Optimize doesn’t lower your iCloud use, because the full files stay in iCloud. If iCloud is the part that’s full, the iCloud storage full of videos guide covers the options. For the two settings side by side, see how Optimize iPhone Storage compares with Download and Keep Originals.

Why a nearly full phone may not free space fast

Free space doesn’t always come back as soon as you change a setting or delete a file. Four things can slow it down.

  • Optimize iPhone Storage needs iCloud room. Apple ties the setting to having enough iCloud space (Apple Support, Manage your photo and video storage). A full iCloud means it won’t help.
  • Watching an iCloud-only video needs a connection. The phone downloads the full file first, which takes Wi-Fi or cellular data.
  • Deleted videos still take space. Apple says deleted photos and videos stay in Recently Deleted for 30 days (Apple Support, Delete photos on your iPhone or iPad, published 31 March 2026). The space comes back once that album is emptied.
  • A compressor needs room to work. It makes each new copy before it removes the original, so the copies take free space while they wait. A nearly full phone may not have enough, and a careful compressor checks for that before it starts.

So freeing space is usually a sequence rather than one switch. The steps below follow that order.

What happens to a deleted videoFrom Apple Support’s page on deleting photos and videos.
A deleted video waits in Recently Deleted for up to 30 days and still takes space. It can be recovered until then. The space comes back when the album is emptied or the 30 days end.
  1. You delete itIt moves to Recently Deleted and still takes space.
  2. Up to 30 daysRecover it from Recently Deleted any time.
  3. Removed for goodAfter 30 days, or when you empty the album. Now the space comes back.

What else fills an iPhone

Videos aren’t always the cause. Settings › General › iPhone Storage lists your apps by how much space they use, along with recommendations. Tap Show All to see all the recommendations (Apple Support, How to check the storage on your iPhone and iPad, published 13 October 2026). One recommendation may be Offload Unused Apps. It removes the app but keeps its documents and data, so you can get the app back later.

Other things take room too: messages with photos and videos attached, downloaded files and System Data. A video compressor doesn’t change any of those. Photos also holds photos, which take space as well, and a video compressor leaves them alone.

Why videos are often the biggest part of a full library

Video grows fast because each minute is large. Apple’s estimates in Settings › Camera › Record Video put a minute of 4K at 60 fps at about 440 MB in High Efficiency. The how much storage iPhone video takes guide lists the other formats. Multiply out a small case:

  • One 5-minute clip: 5 × 440 MB, about 2.2 GB.
  • Thirty clips of that length: 30 × 2.2 GB, about 66 GB.

That’s more than the 50 GB iCloud+ plan, and about half the capacity of a 128 GB iPhone, before anything else is stored. With Optimize iPhone Storage, the 66 GB sits in iCloud while the phone keeps smaller copies. With Download and Keep Originals, the full files take phone space as well.

Thirty 5-minute 4K clips, next to what holds themApple’s estimate of 440 MB a minute for 4K at 60 fps, multiplied out. The compressed figure applies our one test clip’s result to all thirty.
A 128 GB iPhone128 GB
Thirty clips, as recorded66 GB
The 50 GB iCloud+ plan50 GB
The same thirty, compressed like our test clip9.7 GB

Compression changes that sum. In our test, a 5-minute 4K Dolby Vision video went from 2.18 GB to a 323 MB 1080p HEVC copy, with no visible loss on the phone’s screen. If thirty clips of that kind shrank the same way, they would take about 9.7 GB. One clip is not a benchmark, though. A busy scene with lots of motion takes more, so measure a few of your own clips before you plan around a number.

What to do, in order

When iCloud is over its limit

Apple says that once you exceed your iCloud storage limit, the device immediately removes any photo or video you delete, and it won’t be available in Recently Deleted (Apple Support, Manage your iCloud storage). Make room in iCloud before you delete anything.

  1. Check iCloud first. Open Settings, tap your name, tap iCloud, then tap Manage Account Storage. Note the total and the Backups entry (Apple Support, Manage your iCloud storage, published 14 September 2026). If iCloud is over its limit, make room before you delete anything.
  2. Check iPhone Storage. Open Settings, tap General, then tap iPhone Storage. If Photos is near the top, videos are the likely cause. Read each recommendation before you turn it on.
  3. Check the iCloud Photos setting. Open Settings, tap your name, tap iCloud, then tap Photos. See whether Optimize iPhone Storage or Download and Keep Originals is selected. On iOS 27, Apple’s page adds an iPhone Storage step first (Apple Support, Manage your photo and video storage). Keep Optimize if your iCloud plan can hold the full files. Choose Download and Keep Originals only when the phone has room for every full-size file.
  4. Find the longest 4K clips. Photos has no sort by file size, so check length and resolution first. The guide to finding the biggest videos on iPhone walks through it.
  5. Decide for each clip. Keep it at full size, make a smaller copy, copy it to a computer or drive, or delete it. The ways to free up iPhone storage and keep your videos guide compares the routes.
  6. Check iCloud after each change. With iCloud Photos on, a smaller copy uploads and takes the original’s place. Apple says items in Recently Deleted don’t count towards your iCloud storage (Apple Support, Manage your iCloud storage), so the iCloud space falls once the upload finishes. Check Manage Account Storage before and after, so you can see the change.
  7. Empty Recently Deleted once you’re sure, then check iPhone Storage again. The guide to deleted videos that don’t free space covers the checks if the number doesn’t move.

Emptie frees phone space only for videos that are on the iPhone. It skips Cloud-only Videos, whose full-quality file is in iCloud with only a preview on the phone. Download those to the phone first if you want them compressed.

When Emptie finishes, it says how much it freed on the phone and that the space comes back once you empty Recently Deleted. A demo library, recorded on iPhone.

If you’d rather keep every video at full size, a bigger iCloud plan covers the iCloud side. The iCloud storage full of videos guide sets out what each plan costs.

Frequently asked questions

Why does my iPhone say storage is full when iCloud has space?

The two are separate allowances. With iCloud Photos on, the phone keeps copies of your videos, and those copies use phone space whatever iCloud holds. Check iPhone Storage for what’s using the phone, then check which setting is on under iCloud Photos.

I pay for iCloud. Why is my iPhone still full?

Your iCloud plan adds space in iCloud, not on the phone. The phone’s storage is fixed when you buy it, and the copies it keeps for iCloud Photos use that space. A bigger plan helps if you want full-size files in iCloud. It doesn’t make room on the phone.

Does Optimize iPhone Storage free up iCloud space?

No. Apple says that with the setting on, full-resolution photos and videos are stored in iCloud, so the iCloud space they use doesn’t go down. It frees space on the iPhone only.

Does compressing a video free iCloud space too?

It can, once the change finishes. With iCloud Photos on, the smaller copy uploads and takes the original’s place in iCloud. Items in Recently Deleted don’t count towards iCloud storage, so the iCloud space falls after the upload. The upload has to finish first, so check Manage Account Storage before and after.
